Program Overview

PacifiCare Behavioral Health, one of the foremost managed behavioral health care organizations, works with SCSEBA to offer member districts with a full spectrum of services. Serious mental health and substance abuse problems are leading obstacles to maintaining productive and healthy employees.

  • Employee Assistance Program (EAP): Confidential service designed to help employees and their household members resolve personal and workplace challenges through face-to-face counseling or telephonic coaching
  • EAP Counseling Assessment and Referral Services are available 24/7 to make work-life referrals for child and elder care, legal assistance, financial planning, alternative health care & much more
  • EAP specialized education wellness seminar package addresses work-life issues such as Violence in the Classroom, Stress in the Educational System, Cultural Diversity, Handing Job Burnout and more
  • Inpatient, in-network treatment covered for unlimited days and paid at 100%
  • Various copays available for outpatient treatment
  • Chemical dependency/substance abuse services to a lifetime maximum of $35,000

Eligibility & Costs

All SCSEBA member districts enrolled in an eligible SCSEBA Medicical plan will have access to PacifiCare Behavioral Health EAP services. The cost is based on the plan design chosen and included in the premiums calculated for the medical plan.


Program Features

  • In-network outpatient treatment copay options: $0; $5; $10; $15
  • Benefits include Residential, Partial and Day Treatment
  • Maximum 50 visits per year
  • Pre-authorization required for all Inpatient and In-Network outpatient treatment
  • Out-of-Network outpatient treatment maximum 50 visits per calendar year @ 50% to $40.00
  • Complies with CA Assembly Bill 88

Special Programs for Member Districts

In addition to the EAP services which include Counseling Assessment and Referral services offered to eligible medical plan members and their dependents under the EAP, PacifiCare Behavioral Health, Inc. has established an EAP Special Services Team dedicated to assisting our member district Managers, Supervisors, HR Representatives and Administrators in solving workplace issues. By calling the EAP Employer Group Hotline at (800) 234-5465, option 2, you will be connected with a dedicated team of experienced EAP professionals who have had many years of experience in dealing with workplace issues and crises ready to assist you with:

  • Seminar topics and brown bag lunch forums to assist K14s with the development of your employees on coping skills, balancing home and work roles, as well interesting ideas for thinking through issues
  • Assistance on-site with traumatic events, grief and death in the workplace, and conflict resolution
  • Assistance with implementing disciplinary actions through the Job Performance referral process and provide phone consultations to member districts on a multitude of workplace issues

For all of these additional services, the EAP Special Services Team is available to member districts 24 hours per day, 7 days a week for all workplace emergencies by calling (800) 234-5465, option #2
